the C4 was built in quebec canada, its running 12psi. this is all i know from the poster. i PM'd him and his response was "12 psi and this is in canada" i assume 44445544 was right in saying it was in quebec. although its perfect english without a accent of french at all. the spelling on the video however kind of refutes that.
