Hp and torque are completely relative to each other. Hp and torque will always be the same at 5252 so in order to have high hp at 14 k is to have a cam that is meant for high rpm which kills low rpm which means that at 5252 rpm you wont have much hp and not much torque. Also in order to rev that high with out throwing a piston through the side of the block you have to have a very short stroke which in turn completely kills torque. No torque means crappy acceleration till you get into your hp range which means compensating elsewhere which they do buy gearing the crap out of it.

The reason for idling so high is because the only way to make power at 14k is to not make any at a reasonable rpm. And with such a wuss ass stroke to get it to 14k it makes about as much torque as a srt4. That things like a turbo 4 banger, if you don't have it wound up in the right gear its just gonna suck dick.

Sounds like the worlds fastest ride on mower until you get it moving.
