The r/t doesn't increase your ET even in bracket. I used to run an 8.50 1/8 every time when I bracket raced but my r/ts were all over the place.
If both cars run their dial-ins, whichever got the lower r/t is the winner. That's all it does, they don't add it to the ET on the board or on the time slip.

yeah it does go against you in bracket but yeah i forgot its only bracket that counts against you

It doesn't affect your ET even if you are bracket racing.

Your reaction time has nothing to do with your ET unless you are bracket racing.

how do you get a 17.2 in a sc2? even if it stock.i had a sl2 with some bolt ons and it was auto.but i managed to get a 16.2 with a bad reaction time.
