This was filmed in the UK so they were actually driving on the correct side of the road. Notice the cars driving towards the camera on the very right hand side of the screen. Its called a Duel carridgeway and you are allowe d to use both of those lanes when driving. He changed from the right lane to the left lane...so that is not illegal. These roads are genrally 50mph and yes he was racing and that is illegal and he was probably just startin g to breach the 50mph limit. Put think on it this way. If he was driving a t 50mph beside that other vehicle he was overtaking then do you think the dog would still not have been hit? In the instance of this the UK police w ould prosecute the driver for driving with undue care and attention (carri es some points to you're license and about a $200 fine) and the owner of t he dog would be forced to pay compensation to the drivers car BECAUSE if t hey were looking after it correctly and it was on a leash or some other re straint then the dog would never have been on the road to be run down in t he first place.

Look into it, striking a domesticated animal can carry a heavy fine in some states and in this case “illegal street racing” it can carry a license su spension and jail time. Be careful what you post because if the camera saw it is as good as the cops seeing it. I’d really hate to see a dumbazz lik e that fool go to jail when we can wait to see him in a horrendous wreck s plattered all over a semi-trucks bumper. Now that would be entertainment.

If thats filmed in the UK which indeed it looks as if it is ( you would thi nk i know considering i stay here :S ) then the drivers would have to stop by law for that. If you run over a dog here in the UK you must inform you 're insurance company and stop and phone the police to declare what has ha ppened. Failure to do so would result in the driver being charged for not reporting an accident. If its a Cat in the UK though that gets run over th e driver doesn't need to stop if he doesn't want to. Also if the dog is of f a leash like the one in the video then the owner of the dog has to pay a ny damages to the vehicle. Dogs are supposed to be on a leash in the major ity of UK parks. Sure the drivers were driving pretty quickly but that typ e of road in the Uk would be a 50mph zone usually. IF the owner of the dog had it on a leash as the law states is should be then it would never have been on the road to be run over in the first place. The sad thing is when they trace the owners of some of these animals so the driver can get mone y for his car a lot of dog owners turn thier heads to thier dead pet and s ay it doesn't belong to them to escape a fine

It is a awfull shame yeah. Maybe they tied some sausages to the car to lure dogs under thier wheels. Thats what the poor mut gets for jaywalking and trying to lick the car's tyres though. Reminds me of a time i done a burno ut on top of a dead crow
